Post Sale Inspection Policy
Effective January 1, 2012
Sparkling City Auto Auction offers a Post Sale Inspection to dealers whose vehicles qualify under this policy. The purpose of our PSI is to help a dealer buy with confidence, ensuring that the vehicle was properly represented by the seller, and that every item checked meets the dealer’s expectations. SCAA guarantees each PSI for 7 calendar days, with sale day being day 1.
Vehicle Qualifications:
· Applies only to Green Light Drive vehicles
· If an announcement was made, the PSI excludes that condition
· Units with less than 125,000 miles
· Units 8 years of age and newer
Post Sale Inspection Options:
· Visual Frame Check $50
· 0-$9,999 $100
· $10,000-$19,999 $115
· $20,000-$29,999 $125
· $30,000-$39,999 $135
· $40,000-$49,999 $145
· $50,000+ $165
PSI Checklist:
· Odometer
· Driveline and 4WD
· Frame/ Unibody
· Transmission
· Engine
· Flood
· Previous Grey Market
· Airbags
· Electrical Components checked for function
· Air Conditioning System
· Emission Control Equipment Present
Items Not Covered or Subject to Arbitration:
· Any vehicle sold AS-IS
· Any items not specified by 5 PM CST the day of sale
· All exhaust defects
· Plows, Sanders, Generators, add ons
· Units needing minor adjustments and tune ups
· Leaky gaskets or seals, shocks, struts, and springs
· Glass, Missing Spare tires, wheels, or jacks
· Repaired, refinished, or straightened sheet metal
· Frame/ Unibody after 7 Calendar Days
· Kit Vehicles, hand built exotic vehicles, trailers, motorcycles, watercraft, recreational vehicles, antiques, homemade vehicles, heavy trucks and equipment
· Vehicles or conditions specifically excluded in the most current NAAA Arbitration Policy
· Cosmetic Defects, unless purchased online.
PSI Guarantee:
*Proper communication by the purchasing dealer directly to the Arbitration department must be made by 5 PM CST the day of sale in order to ensure a PSI has been purchased. Communication of a PSI to any other department will be unacceptable.
*If the vehicle passes inspection, any defect to the following components that is singularly $500 or more to repair is covered by the 7 Day Warranty. Repair cost is defined as the auctions cost to repair.
*SCAA will do its best to attempt to contact a dealer regarding the outcome of a PSI, however it is ultimately the purchasing dealers responsibility to follow up with the Arbitration Department.
*If an item or part that was inspected fails during the guarantee period, the seller and/ or SCAA reserve the right to repair the vehicle, reject the sale, or issue a price adjustment or repurchase the vehicle upon verification of the defect of the item.
*Vehicles challenged for issues must have less than 200 miles accumulated on the odometer between the time of the inspections and date of challenge.
*If a vehicle is returned, it must be in the same or better condition than when purchased.
*The Post Sale Inspection guarantee is not a buy back policy, but a guarantee of the operation and function of the items inspected.
*The Post Sale Inspection is not an extension of the NAAA Arbitration Policy.
*SCAA will not reimburse a dealer or transportation, reconditioning or other work or expenses preformed on vehicles that are returned.
*SCAA reserves the right to limit the number of times a purchasing dealer may participate in this policy.
*The buyer is responsible for a PSI fee, even the vehicle fails.
*Vehicles may not be brought back solely for issues pertaining to information found in Electronic Data Vehicles Inquiries (CarFax, AutoCheck, ect.). Auction has the right to review information listed in the EDVI to verify a defect, but will not rule a decision solely on the information listed in the report.
*It is the purchasing dealer’s responsibility to contact the Arbitration Department before a vehicle is brought back for PSI challenge.
*If a unit fails PSI and a price adjustment is made in order to keep the sale intact, the unit is then declared AS-IS and no longer subject to Green Light Arbitration.
*Once a dealer takes a vehicle out of SCAA’s gate, it is no longer eligible for PSI. However, it may be brought back for Arbitration before 5 PM CST the day of sale.
*If a Green Light unit does not qualify for a PSI, it may still be arbitrated for anything over $500 in repair. It is the dealer’s responsibility to properly check out the vehicle after purchasing.
*In the event that a vehicle is brought back for water in the oil, the auction shall perform a mandatory oil change at the purchasing dealer’s expense to verify a defect. If the defect is confirmed, the cost is then the seller’s responsibility.
* Decision of the Auction’s Arbitrator is final. In the event hat a 3rd party opinion is requested and/ or needed, it is the auctions discretion on who to use.
*SCAA reserves the right to alter, discontinue, modify or terminate this policy for any reason at any given time with or without notice.

SCAA has partnered with local repair shops to provide the best price for all major mechanical and sublet body work. These reports are a detailed description of the vehicle that highlights all damage and announcements. The vehicle is checked for frame, flood and all mechanical issues and graded on the NAAA Grading Scale. Our Condition Report writers are trained and certified to identify all forms of structural damage.
